Class Title: Skilled Construction Worker
FLSA Status: Non-exempt
Incumbents are responsible for performing a wide variety of skilled construction activities in such areas as concrete, structural steel erection, welding, millwrighting and carpentry. Duties include: constructing, erecting, installing, and repairing structures and fixtures of wood, plywood, and wallboard, using carpenter’s hand tools and power tools, conforming to local building codes; smoothing and finishing surfaces of poured concrete floors, walls, sidewalks, or curbs to specified textures, using hand tools or power tools, including floats, trowels, and screeds; raising, placing and uniting girders, columns, and other structural-steel members to form completed structures or structure frameworks. Incumbents may serve as a lead to Construction Workers or Laborers in the absence of a Job Foreman or Job Superintendent. The Skilled Construction Worker is the third level of an eight-level construction series. The Skilled Construction Worker is distinguished from the Construction Worker by the skill and experience level required to perform tasks in three specialized trade areas. The Skilled Construction Worker is distinguished from the Job Foreman which has responsibility for coordinating tasks within a project and serving as a lead to construction crews.
Works under the general supervision of the Superintendent or Company Officer/Foreman.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Studies blueprints, sketches, or building plans for information pertaining to type of material required, such as lumber or fiberboard, and dimensions of structure or fixture to be fabricated; specifies type of lumber or other material to be used; prepares layout, using rule, framing square, and calipers; and, marks cutting and assembly lines on materials using pencil, chalk, and marking gauge.
Shapes materials to prescribed measurements, using saws, chisels, and planes; assembles cut and shaped materials and fastens them together with nails, dowel pins, or glue; verifies trueness of structure with plumb bob and carpenter’s level; and, erects framework for structures and lays sub flooring.
Builds stairs and lays out and installs partitions and cabinet work; covers sub floor with building paper to keep out moisture and lays hardwood, parquet, and wood-strip-block floors by nailing floors to sub floor or cementing them to mastic or asphalt base; and, applies shock-absorbing, sound-deadening, and decorative paneling to ceilings and walls.
Fits and installs prefabricated window frames, doors, doorframes, weather stripping, interior and exterior trim, and finish hardware, such as locks, letter drops, and kick plates; constructs forms and chutes for pouring concrete; erects scaffolding and ladders for assembling structures above ground level, and, may weld metal parts to steel structural members.
Signals concrete deliverer to position truck to facilitate pouring concrete; moves discharge chute of truck to direct concrete into forms; spreads concrete into inaccessible sections of forms, using rake or shovel; levels concrete to specified depth and workable consistency, using hand-held screed and floats to bring water to surface and produce soft topping; and, smoothes and shapes surfaces of freshly poured concrete, using straightedge and float or power screed.
Finishes concrete surfaces, using power trowel, or wets and rubs concrete with abrasive stone to impart finish; removes rough or defective spots from concrete surfaces, using power grinder or chisel and hammer; patches holes with fresh concrete or epoxy compound; and, molds expansion joints and edges, using edging tools, jointers, and straightedge.
May sprinkle colored stone chips, powdered steel, or coloring powder on concrete to produce prescribed finish; may produce rough concrete surface, using broom; may mix cement, using hoe or concrete-mixing machine; may direct sub grade work, mixing of concrete, and setting of forms; and, may specialize in finishing steps and stairways or may break up and repair old concrete surfaces, using pneumatic tools.
Sets up hoisting equipment for raising and placing structural-steel members; fastens steel members to cable of hoist, using chain, cable or rope; signals worker operating hoisting equipment to lift and place steel member; guides member, using tab line (rope), or rides on member in order to guide it into position; and, pulls, pushes, or pries steel members into approximate position, using turnbuckles, crowbars, jacks, and hand tools.
Aligns rivet holes in member with corresponding holes in previously placed member by driving drift pins or handle of wrench through holes; verifies vertical and horizontal alignment of members, using plumb bob and level; and, bolts aligned members to keep them in position until they can be permanently riveted, bolted, or welded in place.
Performs millwright duties by reading blueprints and schematic drawings to determine work procedures; dismantling machines, using hammers, wrenches, crowbars, and other hand tools; moving machinery and equipment, using hoists, dollies, rollers, and trucks; and, assembling and installing equipment, such as shafting, conveyors, and tram rails, using hand tools and power tools.
Constructs foundation for machines, using hand tools and building materials, such as wood, cement, and steel; aligns machines and equipment, using hoists, jacks, hand tools, squares, rules, micrometers, and plumb bobs; assembles machines, and bolts, welds, rivets, or otherwise fastens them to foundation or other structures, using hand tools and power tools; may operate
Engine lathe to grind, file, and turn machine parts to dimensional specifications; and, may repair and lubricate machines and equipment.
Serves as a lead to Laborers, Construction Workers, and other Skilled Construction Workers by monitoring and assigning work to construction crew in the absence of a Foreman or Superintendent.
Ensure that proper safety and incident reporting procedures are followed, bring problems to the attention of the Superintendent, Field Safety Coordinator or HR Manager.
Performs other duties of a similar nature or level.

DESIRED MINIMUM QUALIFICATIONS
Education and Experience:
A) High School Diploma or General Equivalency Diploma (G.E.D.)
B) Four years of construction- related experience specializing in two or more trades; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties such as those listed above.
Necessary Knowledge, Skills and Abilities:
Reading blueprints, specification, engineering plans;
Coordinating tasks and/or projects;
Operating hand and power tools;
Performing craftwork in area of expertise (see above);
Operating heavy equipment such as backhoes, end loaders, power tools and all trucks;
Communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.
Valid Iowa Driver’s License.
Positions in this class typically require: climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, driving, pushing, pulling, lifting, grasping, feeling, talking, hearing, seeing and repetitive motions.
Incumbents may be subjected to moving mechanical parts, vibrations, fumes, odors, dusts, gases, poor ventilation, chemicals, oils, extreme temperatures, inadequate lighting, work space restrictions and intense noises.
For Skilled Construction Workers working as carpenters or welders:
Medium Work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
For Skilled Construction Workers working as structural steel erectors or concrete finishers:
Heavy Work: Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.
